Strengthening the literacy network through capacity building

Capacity building is a central to how the National Coalition for Literacy (NCL) operates – focused not just on delivering programs, but on strengthening the broader adult education and literacy ecosystem. Across its initiatives, NCL works to equip organizations, educators, and advocates with the tools, knowledge, and connections they need to expand their reach and effectiveness. This includes providing structured resources such as toolkits, communications guides, and planning materials that help local and state partners implement programs, organize outreach, and engage stakeholders more strategically.

A key aspect of NCL’s capacity-building approach is professional development and knowledge sharing. Through webinars, presentations, and curated learning materials, the coalition supports educators and program leaders in adapting to changing conditions and improving service delivery. For example, NCL has offered training sessions and instructional resources to help programs navigate complex national efforts like the Census, while also enhancing digital literacy and outreach strategies. These efforts strengthen the ability of frontline providers to deliver high-quality instruction and connect learners with essential services.

NCL also builds capacity by fostering collaboration across a diverse network of partners. By bringing together national organizations, local providers, and policymakers, the coalition creates opportunities for shared learning, coordinated advocacy, and collective problem-solving. Initiatives like Adult Education and Family Literacy Week are designed not only to raise awareness, but to unify efforts across states and sectors – encouraging organizations to align messaging, share best practices, and leverage resources more effectively.

Finally, NCL’s capacity-building work is grounded in addressing systemic gaps in the literacy landscape. By highlighting the scale of unmet need – tens of millions of adults lacking foundational literacy, numeracy, and digital skills -the coalition advocates for increased investment and stronger infrastructure. This focus ensures that capacity building is not just about individual programs, but about expanding the overall ability of the adult education system to serve more learners, more effectively, and with greater long-term impact.
